Does ASHRAE 90.1 or IECC apply to my commercial project?

Most jurisdictions adopt either ASHRAE 90.1 or the IECC Commercial Provisions by reference. The DOE Building Energy Codes Program map shows each state's adopted code and edition. California uses Title 24 Part 6 instead of either model code. When in doubt, check with the local AHJ before selecting a compliance path — some jurisdictions adopt a hybrid or add local amendments.

What is IEER and how is it different from EER?

EER (Energy Efficiency Ratio) is rated at a single full-load condition (ARI/AHRI standard rating point: 95°F OAT, 80°F/67°F DB/WB entering air). IEER (Integrated Energy Efficiency Ratio) is a weighted average of four part-load performance points (100%, 75%, 50%, 25% capacity) weighted 2%, 61.7%, 23.8%, and 12.5% respectively. Because commercial equipment operates at part load most of the year, IEER is a much better predictor of annual energy consumption than EER.

When is an air economizer required by ASHRAE 90.1-2022?

Economizers are required based on system cooling capacity and climate zone per Table 6.5.1-1. For most climate zones (1A, 2A, 3A, 4A, 4C, 5A, 5B, 6A, 6B, 7, 8), economizers are required on systems with design cooling capacity exceeding 33,000 Btu/h. Key exceptions include 100% outdoor air systems, systems with coils used for humidification, and systems in facilities with exceptional contamination concerns. Can I use the performance path (Appendix G) instead of prescriptive compliance?

Yes. Appendix G of ASHRAE 90.1-2022 (informative, but many jurisdictions adopt it normatively) allows whole-building energy simulation demonstrating the proposed design uses less energy than a baseline building defined by the standard. The baseline is automatically configured with code-minimum equipment efficiencies. This path is advantageous when you have high-performance equipment that offsets a non-compliant building element, or when prescriptive compliance is impractical for an unusual system type.

What are the supply air temperature reset requirements under ASHRAE 90.1?

Section 6.4.3.3 requires systems with design supply airflow ≥ 300 cfm to include supply air temperature reset controls. The reset must vary supply temperature by at least 25% of the design supply-to-space temperature difference based on building loads, outdoor conditions, or zone-level feedback. For example, a VAV system with a 55°F design cooling supply must reset to at least 61.25°F [(75-55) x 0.25 + 55] at reduced load. The control sequence must be documented in the sequence of operations.

What Is ASHRAE 90.1 and Why Does It Matter?

ASHRAE Standard 90.1, Energy Standard for Sites and Buildings Except Low-Rise Residential Buildings, is the benchmark commercial building energy code adopted — in whole or by reference — by most U.S. states and many international jurisdictions. The 2022 edition (90.1-2022) represents a roughly 4.7% whole-building energy savings improvement over the 2019 edition. Engineers designing HVAC systems must satisfy Section 6 (Heating, Ventilating, and Air Conditioning) of the standard, which governs equipment efficiency, controls, economizers, and energy recovery.
