What "Smart City" Actually Means at the Engineering Level

"Smart city" is a broad marketing term covering a genuinely diverse set of engineering systems, and it's worth being precise about what actually makes a piece of city infrastructure "smart" versus just automated or networked. A smart city system, at its engineering core, combines three layers: sensors and actuators that measure and act on the physical world (traffic cameras, air quality monitors, smart water meters, streetlight controllers), a communications network that moves that data to and from a central platform (often a mix of cellular, fiber, and low-power wide-area IoT networks), and a data/analytics platform that turns raw sensor data into decisions — adjusting a traffic signal's timing, flagging a water main leak, or dimming streetlights when pedestrian traffic is low.
