Grounding connects electrical systems and equipment to the earth, providing a path for fault current to safely dissipate and giving the electrical system a stable voltage reference point. Bonding connects separate metallic components and equipment together electrically, so they're all at the same electrical potential — the purpose of bonding is specifically to eliminate dangerous voltage differences between two pieces of equipment someone might touch simultaneously, or between equipment and building structure. A data center needs both done correctly, and needs them done more rigorously than most other facility types, because the consequences of getting it wrong go beyond life-safety risk (though that's the primary reason both exist) into equipment damage and data integrity risk as well.
